pc randomly restarts

as the title says, my pc quite literally randomly restarts. sometimes under load, sometimes without any load. sometimes immediately after boot, sometimes minutes or hours after running, or sometimes not at all. issue has been persistent and to my memory ive replaced my motherboard twice now (both under warranty), i have two hard drives which i have now ruled out via elimination, as i had windows on one everything else on the other, tried running it without the other harddrive with no success, and then installed windows on my harddrive and the issue persisted. freshly reinstalled w10, upgraded w10 to w11 incase there was some backend software bug going on, tried different permutations of any external usb drives or keyboards or stuff, all w no success. its pretty random, and this is not the first issue i had with this pc. it used to randomly and completely snd utterly freeze with no response, which i have no idea what, but something fixed. shown to numerous repair guys who "repaired" the issue but it just came back.

i see there is no provision to upload media or i have a video of it doing this immediately on boot.

specs are
i5 9400f
asrock h310cm-hdv motherboard (old)
zebronics z310 motherboard (new)
crucial 16gb 2666mhz ddr4 ram
gtx 1060 6gb
