Where's Empoleon?
I've had the waterfall/waterwheel habitat up in 2 different locations from about 2 weeks after the game launched. I've even now got another one and Empoleons other habitat made. There is literally one in each location and I keep checking when it rains but its been around 2 months now and he still hasn't appeared.
Am I doing something wrong???
