Was the 5-place penalty that cost Schumacher his pole at the 2012 Monaco Grand Prix actually fair?

At 43, Schumacher set the fastest lap in Monaco qualifying, 0.08s ahead of Webber. It would have been his 69th career pole and his first since 2006. He never started from it. A 5-place penalty carried over from Spain, where stewards blamed him for a crash with Bruno Senna, dropped him to 6th. Schumacher said Senna moved on him under braking. The stewards saw it differently. The incident in Spain was borderline. Was it really worth wiping out one of the best laps of his comeback?
