This is my personal experience from a tier - 3 city of UP. All the gangsters that were the biggest names in Extortion, Kidnapping, Supari killings etc. have either surrendered or encountered. Whatever few are left are running Massage and Spa centres (IYKYK). Talk about the rule of law.
