Failed Heatsink? Heat not being distributed. Dell precision 7740

Hey guys! Got a little bit of an odd one here. I just replaced the motherboard in my precision 7730 with a precision 7740 motherboard. They're fully compatible and i've done it before. Anyways, i used a honeywell thermal pad, and let the system run a stress test for a few hours to burn it in. Came back and the system was throttling bad.

I noticed that it was blowing out cold air, and the heatsink wasn't super hot other than above the cpu, so i applied some arctic mx-6 just to make sure it wasn't the thermal pad, and it had the same effect.

The cooling system seems to work fine until it hits about 80°C, after that it seems to lose its ability to dissipate the heat, and traps it all right above the cpu.

As you can see in my photo, with the CPU at 100°C i can put my finger on the heatsink, right above the cpu, and it only feels luke warm. Anything below that and it burns my skin.

I bought another used heatsink and it had the same issue, put the old motherboard back in and it's also doing the same thing now, with both heatsinks. Is it possible that I have two bad heatsink with the same failure?? or is it something else?

Terrible performance on rust, constant stutters between 40-60fps

Hey guys! I'm hoping to get some help with some performance issues i've had with rust. I've tried genuinely everything i could think of at this point, and no matter what the game just runs terribly, no matter what device i play on. This has been an issue for months but it seems to be getting worse. I'll leave my specs below for both of my systems.

Desktop: Ryzen 7 5800X | RTX 3070 | 32gb DDR4
Laptop: Intel I9-8950HK | RTX Quadro 4000 | 128gb DDR4

Both systems have the game installed on an M.2 SSD. The desktop definitely doesn't suffer as much as the laptop does, but i still feel like running the game at fully low, 1080p, should result in a better frame rate than a stuttery 50-60fps mess on this level of hardware. If you guys have any tips please let me know!

Buddy 50cc Scooter: Won't Stay Running

Hey Guys! I'm having a bit of a weird issue with my buddy 50cc scooter. The scooter will start up and run great, and happily idle all day. But once I start going down the road, it'll randomly stall around 2-5 minutes later, and then won't start back up for 10-15 minutes.

When it stalls it just dies, usually when you run out of gas it'll sputter but this just sorta hard stops.

I've taken the carburetor apart twice but couldn't find anything wrong, at this point i'm leaning towards either an issue with the CDI box, or an issue with the auto choke system, but i'm not very mechanically inclined. Any thoughts?

Left Headlight Stuck Up After Battery Died

Hey Guys! The first photo is with the headlights in the off position, the second is with them in the on position. I went to start the car after a few months and the battery was at low voltage, both headlights went up when i tried to crank it, only one went back down. Any idea's? I swapped the fuse on the fuse box in the engine bay and it didn't change anything.

Fake SKF Bearing? Ordered from Rock Auto

Hey Guys! I ordered these bearing a few days ago off rock auto and they're clearly two different bearings. The one with the USA stamp feels gritty, and has no obvious logo on it. It's also pretty dirty. The one with the China stamp feels smooth, with no noise, and has the SKF logo on it. Did i get a fake? I always use ACDelco or TimKen, this is my first time with SKF so i don't know if this is normal.
