My specs are as per title, with 16gb single channel ddr4.

The PC is quite old but i'll give the full story, sorry if it gets a little confusing, but ill add a TLDR at the end.

I built it just before covid in 2019. Back then, i had the GTX1070, rest all was same. About 6 months ago, because of water damage, my GPU was done. So, i got a used 2060s off someone i know who did not use their pc much. Got repasted, both gpu and cpu. FPS did not change. at all. I figured it shouldve been even like 5-10% change but it runs as it was. I realized then that my cpu is almost always at 100% in all games.

Now, before this happened, fps drops have been happening since a long time. I barely got playable fps in most games. I have no idea what is happening, but since gpus have been changed now and fps remain same, we can safely assume that gpu wasnt the concern. Now on to RAM, which again i doubt is the issue because rarely it will be 100% used and even then, the fps are consistently very low and not drops. SSD is new so that also is not an issue, even on HDD games run like sh*t.

The only doubt remaining is the cpu. But i have no idea what or how i can check.

The cooler is now, but i got it changed because the old cooler was broken. I do not know since when it was broken, nor did i monitor the fps changes much because when that happened i barely played anything. Is it possible that i permanently damaged my cpu? If so, how can i check...

Another guess is that games are becoming more cpu intensive (?) and bottlenecking my gpu, but then i checked other yt videos of the same setup and they get insane fps.

I always play on 1440p because my main monitor is 1440p, and tabbing out gave me black screen. When i used to play games earlier, i used to get good fps. If i play those same games now with same settings, the fps had dropped. On fps games, i used 1440p and lowered 3d res to simulate 1080p to get fps. Even with the same, fps are much worse.

I am tired of these issues, need help with fixing. If someone knows whats the issue or how i can troubleshoot, kindly let me know.
