Why is the DMV/Tag Agency so strict on proof of ID and proof of residence?

went with my gramps today to the local DMV to get myself my learners permit.

We cam armed with:

Proof of guardianship signed by a judge
socale security card
copy of birth certificate
certificate of completion from Drivers Ed
my school ID
My school schedule
and a few other things I cant remember

We ended up getting sent home for:

Birth Certificate
- why: was not OG copy or a official copy from the county
Proof of residence
- Why: We had no papers that were addressed to me that had my name on it or had my address. It also had to be printed, like a recipe from Amazon or something.

this left my gramps frustrated as you could imagine. And before you ask, the proof of Gramps guardianship didn't work either. Might try again Monday once my parents swing by with an official copy of my birth certificate.
