Ketan Lal was an 18-year-old teen from Deval village, in the Pratapgarh Block area of Tehri Garhwal district, Uttarakhand. For the past six months he had been in contact with 15-year-old upper caste girl from Kholgarh village. They spoke on the phone. Police have confirmed, on 7^(th) June the girl asked Ketan to come to her village on phone. He went with his friend Diwakar Dimri. 

After reaching to the location both of them were locked inside a room and were physically assaulted by sticks the whole night. 

Father of the teen told that his son went through extreme torture through the night. 

• His toenails and fingernails were pulled out. 
• Iron nails were dud into his feet. 
• Severe injuries on his genitals. 
• Deep bruises covered his chest, back and limbs.

 

 

On Monday morning the girl’s father Yashwar Singh Panwar called victim’s father Dhanpal and told him that his son has died. Dhanpal came to Kholgarh and found his son covered with blood and injuries in his whole body. Then he took his son and his friend to Baurari hospital; on their way the victim told him he was targeted because of his caste. Dhanpal recorded a video statement of him saying this as evidence. At hospital in the process of treatment Ketan died. 

The states of Uttarakhand and Himachal Pradesh of late have become hot-beds of such communal Hindutva violence against Dalits and Religious Minorities. This is happening as the narrative of these states being ‘dev-bhumis’ is being strengthened. The said narrative is corrosive to local societies at multiple levels, its effects ranging from cultural assimilation and Brahmanisation of local traditions to ever increasing instances of honor killings and public lynchings. Multiple fascist groups have taken hold in the states, like Bajrang Dal and Hindu Raksha Dal which continue to choreograph this violence in an organized fashion. Dalit and Muslim lives are continuously being sacrificed for a project which is really on a distraction from real issues plaguing the entire state. The Brahmanical fascist state conjures up conspiracies like love-jihad and demographic shift only to create false enemies among the people.  

We are Himkhand, a radical environmental organisation, like Extinction Rebellion, based in New Delhi, India. We are pushing for a people-centric, democratic, and progressive alternative to ruling-class NGO-style environmental politics.

As of the current time in India, we are the only force fighting for the issue of climate change and environmental degradation from a social and structural point of view. The mainstream environmental NGOs that claim to solve the issue of the environment through “individual solutions” have been very loyal in being the mask for the ugly and ruthless plundering of Indian minerals and resources by the foreign big investors, and there have been some leftist organisations that claim to solve this issue, but always fail to even consider talking about it. We recognize that if not now, then our next generation will not be able to survive till their adulthood, and it is a matter of the extinction of human civilization.

All of us can see the rising temperature and more intense heatwaves in urban areas, Extreme rain and flash flooding, rising sea level, Land erosion and landslides, etc are symptoms of a disease called Imperialism which is fuelled by the pre-capitalist setting of Indian society, and with the crossing of global climate tipping points it should be our immediate task to prevent extinction of Indian oppressed sections, as more than 50% of Indian population is still reliant on agriculture and related industries and another huge section of population is engaged in gig-work economy it is at a very serious risk of collapsing.

While actually doing something about it, we get to face brutal repression from the Indian state. Recently, all members of our organisation were abducted, harassed, beaten till unconscious with an unconstitutional arrest, and kept at the infamous Tihar Central Jail for more than a month, all because we raised our voices against the rising pollution and environmental degradation in India, especially in New Delhi. One of our members was forced to stay inside a male prison, even after getting recognised as a trans women from the court. The innumerable amount of harassment, torture, and humiliation we had to face just for fighting for our basic rights, yet we continued to continue our work even inside the prison. From mobilising people to giving mass memorandums, fighting for a better diet for pregnant inmates, and fighting against issues like transphobia, and hate against oppressed minority like Kashmiris, has been our progress from the time we were in prison.

As I said before, the Himkhand is an autonomous, independent organization not linked to any political party, and since we are staunchly anti-capitalist in our position, we do not accept any finances from NGOs, trusts, or other political lobbyists. We entirely depend on common citizens to run our organizations and the contributions made by them. Police have confirmed, on 7^(th) June the girl asked Ketan to come to her village on phone. He went with his friend Diwakar Dimri. 

After reaching to the location both of them were locked inside a room and were physically assaulted by sticks the whole night. 

Father of the teen told that his son went through extreme torture through the night. 

• His toenails and fingernails were pulled out. 
• Iron nails were dud into his feet. 
• Severe injuries on his genitals. 
• Deep bruises covered his chest, back and limbs.

 

 

On Monday morning the girl’s father Yashwar Singh Panwar called victim’s father Dhanpal and told him that his son has died. Dhanpal came to Kholgarh and found his son covered with blood and injuries in his whole body. Then he took his son and his friend to Baurari hospital; on their way the victim told him he was targeted because of his caste. Dhanpal recorded a video statement of him saying this as evidence. At hospital in the process of treatment Ketan died.

For the past six months he had been in contact with 15-year-old upper caste girl from Kholgarh village. They spoke on the phone.
