1 Yes, Sally had more development in the series than in the books. We get flashback scenes showing why she didn't take Percy to camp when he was little, and how her decisions shaped the person Percy became. It also highlights her maternal and protective nature—like when she essentially adopts Tyson and puts her own life at risk, not just once but twice, to protect Percy.

Nothing you mentioned means he isn't abusive. Abusers can still make concessions. Being abusive doesn't necessarily mean you're stupid.
For sure, they're in the same category. Just because someone is in a worse situation doesn't mean it isn't abuse. Someone who was beaten as a child isn't in nearly as bad a situation as someone used as a sex slave. But both cases are abusive.
