How to deal with a high section on the 17th fret?

I recently rolled the dice on a low-budget strat neck from a Chinese factory. Overall, I'm pretty impressed with it, but the 17th fret seems to have a small bend/irregularity in it causing the section under the 'B' string to sit high. This obviously causes issues trying to play the 16th fret on the 'B' string, and if I bend the 'G' or the 'E' string in the direction of the 'B' string, both strings immediately choke out.

As someone who doesn't typically do luthier work or fret jobs, what's the best way to deal with it? I can see a slight gap between the fretboard and the fret in the area that is sitting high. Is it possible to simply knock it flat with a hammer? I have a double headed rubber mallet. Would that be enough, or would a brass hammer be more appropriate?

The frets are purported to be stainless steel, if that makes any difference.

Lithuanian partisan Adolfas Ramanauskas-Vanagas with two baby hawks on his shoulders, Merkinė Area, 1947.

Vanagas ("Hawk") was a prominent partisan leader during the period of armed anti-Soviet resistance in Lithuania, roughly from 1945 to 1957 (when he himself was captured by the Soviet secret police). He had headed a partisan detachment in the area of Nemunaitis village in April of 1945, before becoming the commander of a partisan battalion in the wider Merkinė area. He would later go on to lead the entirety of the Dainava Military District and eventually become the head of the Union of Lithuanian Freedom Fighters (the political entity that unified all Lithuanian partisans), after the death of Jonas Žemaitis-Vytautas. Vanagas was arrested in Kaunas by the KGB on October 12th, 1956, and executed the following year. His memoirs of the partisan struggle, written in hiding in the 50s, were published by his daughter in 1992, and serve as a wonderful first-hand account of the anti-Soviet resistance and the guerilla war in Lithuania.

Has anyone experimented with using a rear cassette with a small displacement 2-stroke?

Sorry if this is a silly question to some, but I was pondering about this for a while. How possible would it be to adapt a standard bicycle rear cassette to work as a sort of 'Poor man's sequential gearbox' with a smaller engine?

Now, I understand why people would be concerned about reliability issues, especially with larger torquier engines, but for arguments sake, I'm talking about smaller displacement 2-strokes (50cc~70cc) that'd be tuned for more high RPM power and used with very short gearing. This would give a smoother, more linear application of torque, reducing stress on the components.

Professional racing cyclists can apparently momentarily produce around 83 ft‑lb of torque which is far greater than what any 2-stroke of that size could produce. If top speed is kept around 40-60mph the cassette also shouldn't be seeing much more RPM than it would if a professional racer was using it under pedal power.

Essentially, if we kept RPM and torque levels within what a (strong) human could do, could we expect reasonable performance?

Has anyone tried this successfully with a reasonable level of reliability? Is it worth experimenting with at all?
