This photo is of controversial, millionaire, Austin, Texas Bishop Louis J Reicher on the SS Constitution taken November 25, 1963.

… the photo was taken during a shipboard burial at sea ceremony for JFK led by the Bishop while the actual funeral was taking place in Washington DC. The ship was returning the Bishop to the USA from the Vatican II conference in Rome. Check out the ship captain’s expression.
