Is there a class with no rotation or a priority based rotation ?

Hi, I'm stopping WoW (AGAIN) and I would like to comeback to GW2 but there is a thing that bother me a bit on GW2 is the heavy rotation gameplay. On WoW I play Enhancement Shaman, Fire Mage or Fury Warrior. Those classes doesn't really have a strict rotation but more of a priority based gameplay, I like reacting to proc.

Is there a specialisation which have a similar gameplay in GW2 ? I was thinking about Antiquary but I'm not sure if that what I'm looking for.

There must be something wrong with me

I don't understand why a lot of people do Black cleaver, everytime I do it I lose my lane. But when I do eclipse THEN Black clever or Shojin I win my lane ( not always but more easily). Is there some technologie behind Black cleaver I don't understand ?
