I20 2009 Magna Petrol - cluster not turning on sometimes

So this is the issue. When I turn the car on sometimes the car dashboard isn't lighting up. But when I slowly turn the key a bit forward slowly it will light up. Also starting trouble is there. Have to crack 4 or 5 times to start

i asked the guy the bill of the purchase and he send it. But in the end of the bill it is showing as Pre- owned

Should I go for it. Or be cautious.

Hey guys.

How to know the regional centre for submission of assignments.

I have opted for the Kaloor one in kochi.

But after I got the admission and all. I recieved another email after 3 to 4 months saying my Regional centre was change or something to another one. But I cannot find that email anymore.

I check in the samrath website and the first kaloor one is still showing in my profile. Is there a way to cross check to know my correct centre before I submit the assignments
