Every time the government announces a new benefit, people celebrate. And they should. Seniors get their discount. PWDs get theirs. Workers get a raise. Beautiful announcements. Press conferences. Applause.
But do you know who pays for it?
Not the government. We do.
The 20 percent senior citizen discount? In 1992, Republic Act 7432 promised the State would shoulder it. Businesses could claim every peso back as a tax credit. In 2004, Republic Act 9257 quietly changed that. The credit became a mere deduction. Today, for every 100 pesos of discount we grant, we recover only 20. The other 80 comes from the business. RA 9994 in 2010 and RA 10754 for PWDs kept the same rule. It has been this way for 22 years. Most people, even business owners, do not know this.
The wage increase? We support it. Our people deserve it, and they know how much we value them. But when the announcement was made, no support came with it. Just the mandate. The applause goes to the government. The payroll comes from us.
The VAT exemptions. The mandated benefits. The permits, the reports, the inspections. All of it gets paid for by someone. And it is always the same people: the sari-sari store owner. The carinderia. The pharmacy. The restaurant that opens at 6am and prays it makes it to the end of the month.
Here is what hurts. We are not even asking to stop the benefits. Give them. Our lolos and lolas deserve them. Our workers deserve them. But why is it that every promise the government makes, business pays for?
Generosity is easy when someone else pays the bill.
To every business owner quietly carrying this weight while being told your prices are too high: you are not alone. We know. We feel it too. And we should not stay quiet anymore.
In 1992, RA 7432 got it right. The government paid for its own promises. It is time we remember how.
