THE HAT IS MORE PRACTICAL THAN THE HOOD! THE HOOD IS STUPID!
Archers will wear a hat to keep the sun out of their eyes. And medieval longbowmen were even known to store a second string tucked under their hat or helmet.
The medieval bycocket hat (associated with Robin Hood and by extension Green Arrow) had the advantage of the brim only going forward, not out to the side, so it would not impede a bowstring. They were associated with hunters and outdoorsmen.
If you watch an Olympic archery tournament to this very day, notice how many of them are wearing hats.
A hood blocks basically all of your peripheral vision. No fighters in all of history have worn a hood into any kind of battle. Hoods are a huge liability in a fight.
I cannot imagine a more stupid thing to wear in a fight than a hood.
The only purpose a hood serves is protection from the weather and concealing your identity in a crowd (at least in a crowd where wearing a hood is normal and doesn't actually stick out).
And yet, the "grounded" depictions of Green Arrow favor the impractical hood. While "whimsical" depictions favor the much more practical hat.
Make it make sense!
