Why are operational holdings higher than landholding families in rural India?

In Agricultural Census (India), I noticed this pattern:
Rural landholding families: ~90 million (example level)
Operational holdings: ~146 million
Why are operational holdings (~146M) much higher than landholding families (~90M)?
If one family = one farm, shouldn’t the numbers be closer?
Is this because of:
leasing-in land
fragmented plots counted separately
or multiple holdings per family?
Does this also mean the count of marginal and small farmers is inflated and at household level we have larger farms
