Do I need to go back some steps?

I’m polishing this with a Dremel and i’m at 5000 grit but some parts still look cloudy. Do I need to go back a bit?

Is this a type of quartz?

Southern Minnesota. Some parts seem to have some rainbow coloring to it when the lighting hits it right.
