Well Seal Back Plate

I didn’t know it at the time but when I was trying to shock the well a few days ago I removed these two bolts losing the end plate and am just know finding out I should not have done that. How bad did I mess up

Step Negotiation

I was just wondering about step negotiation. Got an offer today for a gs-6 position and HR told me I could not negotiate since this would be my first federal civilian position. She said I have to come in as a GS-6 step 1. I always thought you could negotiate for a higher step since I have the experience and education relevant to the position. I would like to become a GS employee but not for a 10k pay cut
