What disease is this on an Iris leaf?

Iris planted outside, full sun after noon. It's been kept pretty dry with inconsistent watering from students. These iris have been in this location for over a decade but this just popped up this year. Got some on my fingers and it smelled like absolute nastiness. Location is northern Minnesota

Heavy pinstriping from offroading in the forest. Any way to fix this by myself? Or should I leave it to a professional?

I got the touch up paint pen from the dealer, and tried it out on a small area. Looks like garbage when I try to do anything with it. I'm not concerned about resell value as I'll use this till it dies, but i live in a northern state and want to seal it up to protect from salt and corrosion
