I’m a little confused about something that happened during my arranged marriage setup and would really like to hear what others think.

I met my fiancé through an arranged marriage setup. We lived in different states, so we couldn’t meet often. From the first time we started talking to our engagement was around 3 months.

During those 3 months, we spoke on the phone almost every day. We talked about pretty much everything our childhoods, college days, past experiences, dreams, future plans, what we wanted from marriage, etc. So emotionally, I felt like we were getting to know each other quite well.

At the same time, I noticed that I was usually the one initiating things like getting his phone number from parents and initiated calls. He never really took the initiative to come and meet me, and we didn’t exchange gifts or do anything like that. I had actually expected that he would make some effort to meet me before the marriage.

We had also openly discussed our past relationships. He had been in two relationships before, and I had been in one. We both said that we hadn’t been physically intimate with anyone before.
After we got engaged, at some point he asked me for nude photos, and he also sent an intimate photo of himself. This wasn’t immediately after the engagement, but it happened during the engagement period.

I’m not really sure how to interpret it.
Is this considered normal between an engaged couple, especially in an arranged marriage where you are still getting to know each other and living in different states?
