The discussion here is all based on bs speculation and should not be taken seriously at all.

First of all let's start with kira a.k.a the man of the sea. The explanation on why he always wears the outfit that I came up was walk in the park cracking. He recognizes himself as the pride man of the sea. But his real occupation being marine doctor is ambiguous so it's no surprise he often spends time in land as well.

The reason he wears sailor outfit in land is to showcase his distinct nature to the people of morioh. Let's assume we saw kira irl in sailor outfit, undoubtedly you will assume him as a man of the sea. So no one shall question him about it.

Now for josuke it's evident that he matches more than 90% of DNA to kira. The explanation coming up next is very exaggerated and illogical so take it with grain of salt.

My core focus is that josuke retained some of his quirk and trait from kira.

One of the evidence is that both holy (kira mom)and josuke have habit of measuring wonderful things blessed by the god. This is illustrated in the image attached below.

Another quirk or habit is josuke sleeping under mattress or bed. It's common explanation is he came from soil or born under pressure, fusion, earthquake......bla blah ...

. But my alternative viewpoint is this is also habit of kira. Since he was doctor and should always be ready for emergency call up. He could have developed that habit.

Now as for conclusion when he wears sailor outfit in the beginning and kept throughout the story is because of legacy or habit that josuke inherited from kira after fusion.

Idk it's just me but this arc is giving a lot of focus on the D clan. We found rocks lineage, imu mentioning elbaph is D, killingham giving rain god and d hints. Also there is Saul who is D. I also think he had little conversation about it with Robin's mother during that ennies lobby flashback .

So my speculation is that Saul together with gaban will tell them something crucial about D to strawhats during the end of the arc. At least the full name of D clan.
