Been Trying To Figure Out What This Thing Is For Years

I can't even remember where I got it from. Numerous Google image searches has turned up nothing that looks like this. The closest thing I've found was a sort of Civil War post-op tourniquet device, but no exact matches. Anyone have any ideas?

KETCHUP belongs on Macaroni and cheese.

Macaroni and cheese is a thousand times better with a generous squeeze of ketchup. Macaroni and cheese without ketchup is pretty much unpalatable and you might as well be eating hay.
