I think having a cool down on transformations makes sense if you kinda think about it because

1)in both xenoverse 1 and 2 for the Saiyan CAC when acquiring the ssj transformation they seem to have mastered it already without any of the draw back of transforming a bunch of times

2)maybe later down the line or the more likely case when first getting super Saiyan we can lvl the transformation to grade 4 and while completing the training for grade 4 we can access ssj2 and beyond

(With some inspiration from a Superman panel of him saying he loves the earth)

I think after all that is said and done after a few weeks after the final battle peter swings towards the top of the empire state building looking down on the amazing view of the city he loves near and dear to his heart, he takes off his mask to see better as he smiled "I love you, I'm so proud of you."
