And play with no DLCs on to understand easier, you'll get it eventually. There are some great mods like Road to 56. After you get to 140 hours or something, go to Road to 56 and get an amazing experience since you're an intermediate player.
About navy, you simply just need naval superiority if you play as minor nations, but major nations like Germany are quite complicated because of Britain, so if you want to learn navy, try it as a minor nation first and then see if you can get some battles won playing as Germany. You can get a bunch of convoys that you can use for a decent naval invasion at best, and you can also use the ship designer.
