
Speaking as a Modder, are Custom Houses about to change . . well, a hell of a lot.
Ok, so cool new DLC coming, two decent new civs . . and one very cool mechanic, customs houses generating rez from your opponents shipments. In normal game terms this is great for the new group of Dane players and an obvious target when playing against them, destroy the customs house, deal a serious blow to the Danes economy.
Now Modders . . imagine almost every AI controlled Civ in almost every version of the game having access to some version of this. Taking out such an AI is more than just researching blockade then carving round the back farms or through the front barracks to take out the TC. In order to start cutting down the AI economy down now your going to have to deal with that customs house as well as hitting blockade or else your own shipments will still aid it. This automatically builds in a secondary "kill this" objective, one that ideally done long before the final assault and may have to be done repeatedly.
Just think about it, every Civ having some sort of second building that really, the opponent needs to destroy before they move on to the town centre. We all know the pain of having to surpress docks in water levels. Why not a target of a similar strategic nature, but more obvious, for all civs on none water levels?
