Is anyone else facing a horrible microstutter issue in the 4k FIFA world cup broadcast?

For context I'm running the YTTV app on my sony Bravia m2 4k tv 43 inch(I guess it's one of the cheaper models)

And no it's not a TV issue because I watched the same game on tubi and it ran flawlessly without any stutter

How can I watch the world cup at 4k resolution on a web browser?

I have all the necessary add ons 4k plus nfl redzone yada yada yada...but my fire tv doesn't have the youtube tv app for some reason so my only option is to stream it from my laptop through hdmi, but on a web browser there is no 4k option for video quality.
