And even if we said Mr. Satan was below Wall Level, he would still be way too fast for IRL people, he was capable of being faster than human perception and almost blitzed Van Zant, which is Subsonic, what makes this more consistent is that he could outpace a mini missile from Van Zant and Smitty
People also might say he got one shotted by a bullet, but Hercule was COMPLETELY off-guard in that scene, he didn't expect Van Zant to turn around and shoot him, at all, so you can't get his Durability to 10-A because of this
