How did India become genuinely helpful to Nepal this time, after being so hostile during the 2015 blockade?
I’ve been thinking about how dramatically Nepal–India relations seem to have changed over the past decade.
I was living in Kathmandu during the 2015 earthquake and the subsequent Madhesh protests. What I remember most vividly is the fuel crisis that followed. Petrol stations and LPG cylinder shops had enormous queues, public buses and micros were ridiculously overcrowded, fuel was being sold on the black market, and the government even introduced an odd-even system for vehicles. Travelling anywhere in Kathmandu or other parts of the country became a nightmare.
At the time, India’s role was, and remains, politically disputed. India denied imposing a blockade and argued that protesters on the Nepali side of the border and security concerns were responsible for the disruption. However, in Nepal, it was overwhelmingly perceived as an Indian economic blockade, particularly because it followed India’s objections to the newly promulgated constitution and its support for Madhesi demands. Academic and policy literature also commonly describes it as an “unofficial” or “unannounced” blockade.
The contrast with the current situation is striking.
Before 2015, Narendra Modi had become extremely popular in Nepal. I remember his 2014 visit quite well. He made his first foreign visit as India’s PM to Nepal, addressed the Nepali Parliament in Nepali (first few sentences), spoke about Nepal as the land of Gautam Buddha, and emphasized the historical and cultural relationship between the two countries. Even I was quite impressed at the time.
Then came the blockade.
The resulting anger towards India was enormous. Anti-India sentiment became much stronger, and KP Oli’s first premiership became closely associated with nationalism and resistance to Indian pressure. The blockade also pushed Nepal to seek alternatives to its overwhelming dependence on India for trade and fuel imports. Researchers have argued that the episode imposed a significant long-term strategic cost on India–Nepal relations.
And yet, look at the situation in 2026.
Nepal has just experienced another catastrophic disaster, this time the Bhote Koshi flash floods following the glacial/landslide disaster near the China border. Needless to mention, the scale is horrific.
What surprised me is India’s response. India appears to have been one of the quickest countries to respond. It has already sent multiple consignments by air, including some tunnel-rescue personnel, DNA experts, and equipment, according to the news.
So I’m wondering:
What changed between 2015 and 2026?
Is this simply India learning from the enormous diplomatic damage caused by the 2015 blockade?
Or is it part of a broader change in India’s approach to Nepal? Or is it because of the change in the Nepali government itself, and the relationship has become more pragmatic?
Is it fair to seek transparency in the amount collected and disbursed in the PM Disaster Relief Fund?
I trust this Government more than all the previous Governments in Nepal. In the previous government, during disasters like this one, I doubt if the collected funds really reached the victims and there were so many donation links and third parties involved, who I assume definitely took some cuts from the donation amount.
Having a centralized link for donation is a great effort to eliminate the potential third party cuts. I think it's important to have transparency regarding the amount collected from different sources as well as amount disbursed for different reasons (categories) in different districts. As the amount is in centralized location, the precise number can easily be updated and published e.g. every day.
This would instil more trust in the citizens as well as the international community to motivate them to really contribute to the cause. Thoughts?
