By shadow I mean simply the opposite letters, like INFP and ESTJ, for example. If I had to choose, I would say ISTJ and ENFP. I think both are extremely stubborn about things (their core values), both take their commitments very seriously due to Si (duty) and Fi (personal values), and the Te in ENFPs can make them very effective at organizing (when motivated), much like a natural ISTJ.
