How much force does this thing take to remove!?

Bought the PRI handguard tool. Trying to remove the gen3 rail to install new gas tube and pic rail underneath. Cant get the collar to loosen.

Looking to buy an 8.5” rail for my mk12, and on pri’s website there is a with and with out lugs options for the rail.

What are the lugs for!? Thanks
