Interviewer: The scientists of ISRO are leaving the organization, similar to how ISRO's rockets take off. Many experienced researchers are leaving. Why is this happening, Sir? The ISRO Chairman mentioned that even if very senior people leave, they can be replaced. Is that really a good sign?
Dr. G. Madhavan Nair: While it is true that losing a few people may not cause a major problem, we are concerned when people working on important projects, such as Gaganyaan, resign. These are projects that require immediate results. When people leave them, it causes minor delays because it takes time for their data and technology to be transferred to the next generation (0:53-1:12).
For various reasons, some bureaucrats interfere even when they have no business doing so, and they don't give clearances for launches on time. I have heard about such things, and it is not a good sign. Previously, the government had delegated all authority to the Space Commission. Over the last 15 years, as people have changed, some individuals in Delhi haven't liked such autonomy.Some have even questioned if the Secretary and the ISRO Chairman are such big "superpowers"(1:15-1:47).
Interviewer: Over 10 years, 700 people have left, or 120 people in a single year from centers like URSC and VSSC. Shouldn't the political leadership or policy framework stop this?
Dr. G. Madhavan Nair: Basically, it comes down to work culture. During my tenure, whenever such issues arose, we would visit every laboratory, talk to the people, and motivate them. That is the style we need. A government order cannot solve this problem (2:06-2:25).
Interviewer: Some restrictions are coming on VSRF employees. Do you support that?
Dr. G. Madhavan Nair: I do not support such an approach. Will you get significant output from people who are forced to stay? Not only will you not get output, they might even work negatively. So, there is no point in such a restrictive approach. If someone wants to leave, let them. We have institutes like IIST, where about 120 students graduate every year. We just need to replace them (2:26-2:57).
Interviewer: Isn't the government's inability to retain them a failure?
Dr. G. Madhavan Nair: The government will have to put in more effort. We previously had many incentive schemes. We implemented a performance-based incentive concept successfully, and it is essential to bring that back (2:58-3:20).
