I just saw it dangling and when I touched it it fell , both leaves are fully white 😔

I just bought this alocasia scalprum. As u can see it’s very small. I don’t know what I’m suppose to do next . When do I repot? Is there supposed to be water at the bottom of it and do I leave the water in or do I clean it?
Also, what kind of soil do I use?
