What would you do with your Rollover IRA ?

So I currently use Vanguard and noticed I have a Rollover IRA from a previous employer. I also have a Roth IRA maxed out.

There’s around 33k in the rollover that’s just sitting there in QQQ an VOO. Should I take the L and transfer it to my Roth IRA ? It’s about 19k in returns so I’d be taxed heavily, but since I’m fairly young, I think I should transfer to my ROTH to maximize returns.

I could be 100% wrong, any guidance would help, thanks so much.
