I was reminded of this by a previous post here about “The Artist”
This is Count Frollo, one of Disney’s most scary and evil protagonists, from The Hunchback of Notre Dame. He sings the frightening villain song “Hellfire” which nearly gained the film a PG rating.
The voice actor and singer is Tony Jay, aka Laszlo the artist.

Just realised Stan makes his money from a baked-potato opener, and maybe Dorothy gave him the beginnings of this idea with her words in the episode above s2 ep 3
“Stan you truly are one chromosome away from being a potato.”
