i was wondering if you need to be on ultimate vault hunter mode to get seraph crystals

Is it just be that the sham never drops for ive been farming it for 4 or 5 days now and I've not seen it once I've gotten the special gun drop but not the sham

Is it just super rare now or am I just really really unlucky?

Does the vault hunter relic actually do anything when trying to farm legendaries like the sham
