Phone and laptop are connecting to Wifi, but my PC is unable to

I have reset router, and PC. Uninstalled the driver and ha PC reinstall it. I ran the troubleshooter.

I don't understand what to do. It was working fine earlier today.

In the US, Iowa. Help with regulations.

So I'm working on my business plan, and I need to do my section about specific regulations I need to follow. I have searched online and reached out to my local government. I haven't found anything online and the government has not gotten back to me yet, maybe because it's a holiday week I don't know.

Do you all know where I can find specific regulations that I have to follow within my county and or city for a brick and mortar?

Or if you live in Iowa, could I ask you some questions?

How should I price these holo shift misprints?

I was going through some of my old cards and found some hollow shift misprints, I don't really want these for my collection.

I however do not know how to price misprints, I don't do eBay but I do vend at card shows and I just am curious how you guys would price these
