Why did RE2 Nintendo 64 version had so many exclusive in-game files?

I’m fairly new to the series. I recently finished the RE1 and RE2 remakes and was going through the files and notes in RE2.

I came across a lot of unused files that seem to be exclusive to the N64 version. Does anyone know why that is?
