Woke up and found my phone like this, any help?

i had the crashdump pop up a copule of times before (i've had this phone for three years now) but this time the reset reason it's this werid thing and the phone doesen't reboot it's just stuck like this

When I try to boot into a windows 11 USB Installer I get stuck on loading screen

I need to boot into it to fix the winload.efi file that's missing on my windows partition, I can boot into my Linux partition and use it normally so I know that the PC is fine.

I've already tried:

Updating the BIOS

Trying with one ram stick

Unplugging my GPU

Using a Win 10 USB

Using an older version of windows 11

creating the USB with Rufus, ventoy, and the Microsoft media creation tool

My specs:

Gigabyte B650M DS3H

Ryzen 5 7600x

XFX RX 6700 XT

Kingston Fury Beast 6000MT/s DDR5

SK Hynix Platinum P41 (linux drive)

Samsung SSD 870 EVO (windows drive)
