Best budget gpu

What’s the best budget gpu , I just started and don’t want to spend much money and don’t know which one to choose for my builds , I know it’s supposed to be nvidia card cause they the most known for people that aren’t that much into pcs and thinking about like 1060,2060 and 3070 what you think?(I don’t want to have 1 pc sitting on the market for 6months)

Is retro pc/parts good start?

I’m just starting and I see a lot of ,,e-waste” offers which are parts from 1998-2004 they have much bigger value but I’m afraid about the liquidity .is it worth my time or no?(sometimes fixing and testing )
