Transferring a scholarship before activated?

I received a 3-year scholarship to USC and the university of washington, i’m committed to UW because USC rejected me even after my appeal and i have now assigned my scholarship to UW but i am heavily considering applying to transfer next cycle to USC because USC is 100% my first choice school. I know my scholarship would activate sophomore year but is there anything that i may not know that would prevent me from transferring my scholarship to USC IF (big if) accepted?

if this doesn’t make sense heres the pipeline
UW freshman year—>apply to transfer—> if accepted to usc attend for fall ‘27 and transfer my scholarship —> if rejected just stay at UW since i would be locked in with the scholarship for the remainder of my 3 years

I’ve heard transferring credits can be difficult but the big thing for me would be transferring my rotc scholarship over before its activates and locks me in at UW.

USC come outs in 5 days and i wanted to see how strong you guys think my letter is.

I am writing in regard torespectfully appeal the decision regarding my admission to the University of Southern California for Fall 2026. I understand how intense and competitive admission can be to such a world-class institution, but I remain entirely committed to USC as my unequivocal first choice. Myvalues, ambitions, and dedication to service align deeply with the spirit of the Trojan Family, I strongly believe that Iam uniquely prepared to contribute to and thrive in USC’s dynamic academic environment.  
Since submitting my application, I have received new information that I believe meaningfully strengthens my candidacy. I was recently awarded a 3-Year Army ROTC National scholarship to the University of Southern California and the University of Washington, Seattle.
