Edit: For those that are curious: My husband is a mail carrier and one of his co-workers who is also a mail carrier, found the kittens on his route. I believe they were strays being kept by one of the customers on his route. They said the mother had left them and gave them to him bring back to the office. This little guy was the last one left.
