I saw a movie on the TV, from probably late 90's to early 00's

The character, a middle age man, is on a phone. a payphone on a busy street. likely New York? Chicago?

two guys start hassling him while he's using the phone for whatever reason, so he turns around and beats the ever loving fuck out of one of the guys with the phone receiver lol

then the beaten guy proclaims "I have kids" and the character responds by yelling "so do I"

The guy seems to say he has children to stop this main character from caving his face in any further with the phone handle.

It takes place in the middle of the day, the two strangers is on the street and the main character stood on the curb using the phone. I remember it being one of those phone stands, not a phone booth?

At least one of the characters in the scene wears a brown blazer or trenchcoat I think.

Main character may wear glasses or sunglasses, and likely a hat.

The scene takes place on the right side of the street. There seems to be large buildings like skyscrapers on each side.

It must have been drama/thriller/action genre.
