Q about waiting before applying for home residency waiver

I've heard conflicting answers about this. Apparently the "90 day rule" no longer exists, but it's still a good idea to wait a few months before applying for a waiver to J-1's home residency requirement.

My Q...

Does that mean wait a few months after your most recent arrival in USA? Or waiting a few months after your visa is renewed?

(Example: A person enters USA in 2023 with a 3-year visa; it would expire next month but got renewed for another year... can that person apply for a waiver now? Or should they wait a few more months?)
