Could Smasher take out the entire NCPD?

Let's say that smashers after a mission has gone a little overboard and the NCPD has decided they had enough and will try to kill him.

Also note: Is the Smasher of Edgerunners

Smasher only support is on ammo but he will not recieve reinforcement, the battle ends when either Smasher dies or after 48 hours (Smasher can't hide they know his location all the time)

They have the entire city to fight

If a single human killed somehow like 3 orks and he run out of ammo and he had to go melee, and ork saw it, would the ork just shoot him or would he actually go melee too.

Now I don't mean it like the ork has "honor" or something like that, but I know they like a good fight, the question is more that, if they saw someone worth it would they go at the same terms? Or that is more of a High ranking orks

How to deal with a rich character?

Hey how you all doing, so basically one of my players rp as kinda like the typical rich unstable guy that believes in the dark magics but he still has the money, now yes this usually isn't a problem but every time I put a bump that is about money he just pays it off without problem or when I open a shop he just buy what he needs without the need to bargain much and also he has checks on him so he doesn't need to carry the cash.

I dont wanna just take away his money but how I can deal with it?

Edit: To clarify, this "problem" isn't game breaking, as I said I know that the main game is fighting demons and cults, what I mean is that is kinda annoying in certain situations

Randy told me insects keep eating his raids so I asked how many raiders he has and he said he just goes to the raiders camp and gets a new raider afterwards so I said it sounds like he’s just feeding raiders to insects and then Phoebe started crying.

The thing isnt in the way they just keep going in there, each raid just goes directly to the insects and just dies
