I have 25, 8' long 2x4s. I need to cut them all into 46.5" pieces. Is there a fast and easy way?

There's not much room, if at all, for any variances. I do not have a miter saw, but do have a circular and a table saw. Is there a quick way to get exact cuts using the tools I have, besides using one piece as a template and using a circular saw w/ speed square for each 2x4?

Question about tracing and cutting circles.

I've recently taken apart my skateboard mini-ramp/half pipe. There is a 2" circular cut out on one corner of each side panel, which allows support for the coping (see photo #5). I've cut down these panels by 6", essentially to make the ramp a bit shorter. The 2" coping/ metal pipe is supposed to have a specific reveal freight above the ramp when it is all assembled, so I can't just willy-nilly trace the half-circle. (See photo #6 to get a better idea of what I'm talking about)

Using the cut-off 6" piece as a template, would i place it on top to trace with the tops flush, or with the curves flush to achieve the correct reveal?
