Does having more town pop multiply the amount of passengers and mail from a building? E.g, if there was a building that had 8/8 passengers in a 100 pop town, would it give different amounts of pax from a building that had 8/8 pax in a 1000 pop town?

I wonder why this isn't a thing.
It allows for less optimal divisions to be picked and allows for players to be more 'Generalists at all divisions' as there's going to be less '3rd Armored in Factory'. It also allows for Reservist Slop divisions to shine bc you're going to see more 'Reservist Slop v Reservist Slop' divs in other maps.
The only negative is that there's going to be a large number of people just playing 2nd Panzergren and 39ya Gvardia bc I can't think of any bad maps for those divs. However, playing KDA on Factory could definitely break through with spam.
What does it give you in SP?
I understand buying NORTHAG/SOUTHAG bc extra ops and AGs, but what do Nemedia div give you in SP?
E.g, Kubs have 50% to hit. A plane has 30% ECM. Is it 50-30 chance to hit?

For all mods. Although, in TR, I am always annoyed that the NR gets taken out really quickly and as the Empire, I never have to tango with them.
