A farmer has fenced off an off lead dog area to use for his livestock. How accurate is ACTMAPI?

All information I can find points to this area being designated dog off lead but it looks like it has been crudely fenced off and the gate to the paddock along side it is open, allowing the livestock in. It’s a forested area the livestock is clearly causing damage.

So the question being, can I trust the information on ACTMAPI? I tried calling Access Canberra, this just confused the situation even more. Is this something I should talk to the rangers about?
