Anyone else get this weird delay on posting bots recently?

Firstly, I made an actual bot with a full greeting and everything, and I was gonna create it as private then add the description later. Except when I did, the chat didn't load and it had this weird thing saying it will be published "in about 4 hours?"

It did have that one warning about professional advice, so I then created a test bot (this one, just a name and greeting), to see if it would happen again, and it did. Anybody else have this happen to them?
