Iron in my water or rust?

Trying to figure out if I have just high iron in my water or if this is more serious like rust or bacteria.

I have a bunch of white oak from a conference table some office was giving away and I've been wanting to make a hat rack for a while so I made this. I was looking for ones online for inspiration and a lot of them mostly prioritize the display of the hat at the cost of storage space. This prioritizes space efficiency.

I cut the holder pieces at an angle because I want the slots to be open enough to easily remove/place a hat but not allow the hats to fall off.

I've been using command velcro strips for a while and using 4 of these larger ones can apparently hold up to 15 lbs. the rack is about 3 lb with all these hats adding another 2ish pounds, so I think this should be more and strong enough but I guess we'll see in the future.
