Probably my crack theory, but I think I understand why the music in FW is so alien to all his other work!
It’s because he thrown Tonal music under the bus. After hearing from the lecture(?) from Farya Faraji on true medieval music I suddenly realised that there is a possibility that the style of music which has been frowned on by predominantly Chinese fans accustomed to the quasi-Chinese & Japanese mixed tonal and modal music of older Touhou games. And instead ZUN gone full throttle for the evidently medieval style of atonal music with features such as lack of Harmonic Chord progression save for direct paste of the main melody in separate transpositions. Mix of multiple distinct melodies with next to no relations. And more importantly the complete flip to 90%(as a figure of speech not actual statistics) Modal based music with variations applied directly on the melody itself or polyphonies. As opposed to the harmonic chord and vertical music structures that dictates modern western musical practices.

Why?
Reasons for this radical(even in ZUN standard) may be alluded as thematically tied to the story, as seen with somewhat western style of EoSD(Vampires n’ magician). And the string orientated Japanese scaled PCB(Saigyou no musume, life and death, boundaries[note:結界]etc.) , the Electric mixed Chinese pentatonic scale(Japanese scales are influenced by Chinese scale of the Tang Dynasty) of IM alluding to both the Chinese and Japanese legends of The Moon of and so on.

And what are the themes of FW? The conflict between Change and Stagnation. And what form of music could represent Stagnation best but the (perceived) Dark Ages?
